Having lived on a foggy route in Cherrygrove City frequented by a woman who made a living out of stealing the Pokemon of people who were scared off by her illusions of creatures he once deemed gods, he's what passes for an Atheist in the Pokemon world, having no firm belief in Pokemon gods of any sort after watching them being 'used' by this woman in such a blasphemous manner. After aiding an injured girl in the route who managed to fend off the woman in a bloody battle, he grew intrigued by her odd refusal to believe as well and decided to follow her to become stronger after she admitted that she had stopped hoping in a higher power after a traumatic moment of weakness in childhood.
For most part, Hannibal enjoys discussing strategies with Hale from the sidelines while his comrades bring out the firepower---while he does not get along with most of her comrades who are either too triggerhappy for his liking or too devoted to a higher power, he knows the meaning of teamwork and will be the one to logically assess that they need to stick together to survive.

Cold, robotic and unrestrained due to lack of empathy or compassion, Porygon is seemingly an extension of Tobias as a person.
