Looker is a tall, personable-looking man with dark hair who still maintain a certain vestige from the good looks that would often make the girls flock some ten years back whenever he met them during his off duty hours. He has sharp, piercing brown eyes that for the most part twinkle with cheerfulness and goodwill. In dangerous situations, he will take on a much more serious persona. Despite his rather inconspicuous appearance and semi-casual clothing, he is always dressed as practically as possible, in order to easily respond to unexpected situations at short notice. As such, he often wears black penny loafers, brown suit pants, white shirt with pink tie, lighter brown vest and an investigator coat. That is, unless he is disguised during investigations.
Personality:
A mild-mannered man with a polite disposition, Looker have a friendly manner that often allows him to get along with almost everyone he meets during his various investigative trips, and to the uninitiated who have not yet been entrusted with whom Looker is or who he works for, he will often make an effort to be appear a little extra bumbling, a bit more clumsy than usual, unless the situation calls for him take action, in which case he will always prove himself to be very courageous, unflappably standing up to whoever threatens the innocent, human or Pokémon alike. As a Global Investigator for the International Police, he is known to take his duties very seriously; Unusually perceptive, he is a very good judge of character, and are usually able to weed out the suspicious and the unreliable, to the extent that it reportedly has saved his life several times throughout his career. He also have always taken a rather sensible approach to conflicts, preferring reasoned discussion to solve arguments with those around him, he is nevertheless unafraid to resort to violence when he deems it necessary, or to be harsh towards criminals.
History:
Pre-Canon:
Raised by his father after his mother died during childbirth, the boy who would grow to become a distinguished lawman and was grew up in Viridian City in in western Kanto, and he has many times attributed his natural ability to connect with Pokemon and aptitude for strategic thinking from his father, who at the time were the leader of the city Gym and raised him around his own Pokemon. However, Mr. Gold never aspired to lead the city Gym, but instead to become a researcher, and would often speak highly of the by then already revered Professor Samuel Oak from Pallet Town, one of the world's leading expert on Pokemon. At the age of seven, Professor Oak actually took contact with them, having been favorably impressed by a paper Jack's father had published where he analyzed the difference in method and approach to training Pokemon when comparing the hard-working students at the institute with the traveling trainers he faced in the Gym and he were invited to accompany him on an expedition to the Sinnoh region where they would be joined by Professor Birch in trying to establish a suitable environment for normal type Pokemon at his research facility, some of which had begun to feel they were less special due to their lack of elemental capabilities. As such, Professor Birch were determined that the key to solving the problem were to studying normal type Pokemon in their natural habitats, and after packing their bags, the three took off. As part of their investigative trip, they ventured into Eterna Forest and set up camp in order for them to to get an idea of how to solve the problem, an adventure that would mark little Jack for life. Being in dire need of some more firewood one evening, Mr. Gold and Jack both agreed to fetch some while the Professors stayed behind looking after the camp area. Thinking it would not get dark for about an hour and a half, and knowing full and well it would not take too long cutting down trees and collect the wood and bring it back with the help from his Pokemon, Mr. Gold, wanted to make up for Jack's endurance of what must have him been an utmost tedious exchange of theories and scientific facts between the three adults by initiating a game of tag with him. Running back and forth between the trees, it did not take long for the Golden Duo to get lost. Confident they would find their way back in good time, however, and as his notorious lack of any sense of direction whatsoever lead them both further astray from the path they initially should have kept to, a horrible lack of fortune would have it that the first people they happened to meet were far from the friendly sort.
Having bumped into Team Galactic in the middle of one of their secret operations, they were quick to attack in an attempt to silence them both so that their hidden plans would remain so. Instructing Jack to flee, Mr. Gold called out all his Pokemon to keep them out, and while he managed to get away unscathed, but it took many hours before the two Professors found him, having grown worried decided to search for them. Telling what had happened between sobs, Professor Oak told Professor Birch to take him back to the safety of the camp while he went after Team Galactic. Coming back at dawn, Professor Oak insisted he and his Pokemon had went through the whole forest with no trace of either the villains or Mr. Gold, but insisted they would continue to look for him. However, within a fortnight, the search was called off, and Jack were completely devastated. Professor Oak, who pitied the boy, decided that the boy could not simply be left to fend for himself, and successfully found a home for him back in Pallet Town, where Jack grew up as happy as one could have hoped, everything taken into consideration. Knowing more than most his age about Pokemon and how to take care of them, thanks to his father, Jack was allowed to assist his newfound mentor in teaching peers enrolling Professor Oak's Pokémon Summer Camp about the basics of Pokémon training and care-giving. At some point previous to starting his journey as a Trainer at the age of ten, he had a run in with members of Team Rocket from whom he successfully managed to save no less than six injured Eeevees that according to a conversation he had heard were supposed to be transported to the Headquarters in order to be experimented on, since their boss decided to find out what enabled them to evolve into such a wide variety of Pokémon types and use parts of their DNA to create an army of genetically manipulated Pokémon to use for their wicked goals. Managing to bring them with him by taking as many of them he would carry and brought them safely back to Professor Oak. The good professor, horrified at the story he gave, immediately contacted the authorities, only to discover that by the police arrived at the scene, Team Rocket had vanished. Commending Jack's bravery, Professor Oak permitted him to keep the Eeevees he had saved once they were nurtured back to health, and even take them with him when he began his journey to become a Pokémon Trainer.
A successful trainer, Jack nevertheless refused to catch any other Pokémon. After all, he had seen the cruelty in which his newfound friends were treated, and feared that captured Pokémon would never be truly happy with him because they would be unlikely to see their family again. He did however travel both far and wide for many years and had many adventures to tell of by the time he decided to retire from being a Trainer. Unlike his peers, he had little interest in becoming a Pokémon Master, and while he was a very accomplished Trainer in his own right whose profound understanding of how to make advantage of the different types his Eeevees with time had evolved into made him a formidable adversary, and now a young man, he found himself roused by his father's disappearance. Therefore, he returned to his home town in Viridian City and joined the city police force. Granted a Growlith to use as a police dog, he threw himself into his work head first. Early in his career, Jack started out as a began as a "by-the-book" sort of a guy, demonstrating an arrogance in his knowledge and an over-confidence in his lackluster law enforcement skills who would often be reprimanded by his superiors for his tendency to act rashly and were said to be so used to handle his own well-trained Pokémon that he came to expect too much from the Growlith he had been partnered with, leading to several visits to the Pokémon Center. Eventually, the Chief of Police instructed him to send all of his six own Pokémon to Professor Oak in order to more properly adapt to the life of a law enforcer on the same grounds as his colleagues. With time, however, he matured into a very proficient Officer whose commitment and effectiveness earned him the praise of many who once questioned why he had pursued a career within law enforcement in the first place. During his tenure, he came to suspect that there was more to Mr. Giovanni, who had taken hold of his father's old gym, than meets the eye, but repeatedly found himself unable to obtain any conclusive evidence to prove any wrongdoing and has always been a little bitter for his failure in exposing him. He is known to have trained several of the countless Jennies the rules of the trade prior to leaving the force, one of which succeeded him as Officer upon his departure, at which time he were held in great esteem as one of the finest lawmen in all of Kanto.
Few ever knew what became of Jack Gold after leaving Viridian City, although those select few at the Headquarters of the International Police who gained access to his note book may confirm how he first spent a few years after resigning his job at the Viridian City Police Department studying at the Pokémon Jujitsu Academy in Johto region where he was mentored in disciplines of stealth, tracking and became proficient in martial arts, before returning to Kanto and spending one year in the a hidden village immersing himself in the ways of the Ninja and were taught the philosophy and strict code of honor, which put great emphasize on frugality, loyalty and to use Pokémon to better the world. An accomplished wizard whose fair-minded and conscientious nature made him stand out from his very first days in the International Police, Jack, now known exclusively by the code name 'Looker', quickly went on to become one of the brightest stars of the International Police, having had more than a dozen successful investigations under his belt in less than a year. Now assigned with such demanding tasks as traveling the world investigating various criminal organizations, Looker will often use his inconspicuous physical appearance and polite disposition to hide his objectives until he have an opportunity to apprehend the culprits.

Within no more than a week after he returned to the International Police Headquarters, his next assignment were on his desk; Team Rocket had recently began to take on an increasing amount of recruits, which were believed to be caused by a large-scale plot which would have devastating effect on all of the Pokémon world, meaning Looker were ordered to pose as one of the new recruits to gain a membership in Team Rocket and work his way up to a position that would allow him sufficient insight into the plans of the Executive branch of the organizations for the International Police to hopefully put a stop to their illegal activities once and for all. Getting his hands on a beginner Pokémon to make sure he would not seem to strong for a member at rookie level and began training it and himself for the time ahead...

Other Info:
Due to his training in Jujitsu, as well as that he received by the International Police, he is an expert in unarmed combat, a proficient detective who will often be able to deduce things and come up with clever plans based on very little information and is a master of disguise.
