I originally proposed this idea as a neutral/good faction similar to IPF and Team Rocket, but I was advised to make it a set of group side quests. The idea is to create a team of trainers superheroes that would go about the region fighting Team Rocket and doing what they feel is right when the law can't. The keyword here is NUETRAL. They would nogt be associated with the IPF, preferring to work without the extra wieght of red tape and political ties. This would lead to them being labelled as vigilantes and occasionally having a bought or two with the law. However, as long as they keep their secret identities secret, this should not interfere with their regular journey.
They would each have one special Pokemon from their crew they would base their costume and alter ego on. Some examples would be Zubatman with his trusty partner Zubat, Superchu with his little friend Pikachu, Iron Lucario with his comrade Lucario, or Captain Emboar with his partner Emboar. Heck, maybe throw in a few anti heroes Deadspoink and his buddy Spoink or reformed Rockets like Loppy Quinn with her Lopunny into the mix.

I can see the fun in this. It leaves room for more grey characters that might not fit into the illegal or lawful group entirely, but want to do something on their own. Would they still be required to fulfil some kind of quest or application to join this vigilante group, or could they start out on their own? Maybe edging the law in their own agenda and happen to put out some Rockets/illegal activities in the process? I think what I'm asking: do they need to know the other vigilantes to actually be one themselves?
Not entirely sure yet. This system for getting involved is still in development. i'm considering starting this off as a group sidequest, but I want it to be more member driven than mod driven. In short, this won't really start off as a faction but might become one if enough members get into it.
