Why do you wish to be the adoptive trainer?: Vartio in general is a huge fan of 5 core types - fighting, ghost, psychic, dark and fairy. Mawile falls under fairy, and hence he has a preference for it off the bat. Not only that, but his favoreds humorously fall under Steel quite a bit (Lucario and Aegislash, being key examples).
