So. The only game I can think of with 2 starters and that kind of release date would be Colosseum... but that wouldn't provide a unique answer. :/ '03 is pre-DS era, which kills a LOT of the spin offs. I am musing aloud because it looks like no-one has a clue. xD
I'm gonna say Espeon, on the grounds that maybe XD didn't have a night cycle. But even then one could transfer a potential Eevee and evolve it.
Also this ain't lore this is trivia damn it.

Yes!
In Colosseum (I can never spell that), you start with Espeon, and a higher level Umbreon. In XD, when you go to the pier, you get an option of Sunstone for Espeon, Fire stone for Flareon, Water Stone for Vaporeon, Lightning stone for Jolteon, and Moon stone for Umbreon.

I'll get this started anyway... Since we're apparently branching out into trivia in general (damn it Lam :p):
Of all Pokemon that evolve by levelling up, this one evolves the latest.
RNG wasn't turning up much good. ;-; This'll do.

'S not a bad one, but if I recall correctly there are a handful that evolve past 55 now. There's at least one (duh).
Also, I should specify this is the one that EVOLVES at that level. Dragonite technically never evolves.

Zweilous is indeed it. At level 64, it's incredibly late. Gen V had a bad habit of making you wait for your evolutions, actually. Larvesta's Level 59, for reference. I honestly thought Fraxure was on the same lines, but apparently no (Level 48, which seems really early for a Dragon of its quality).
Anyway, Zweilous it is, Lam!

What pokémon line from Gen 1 never ever learned a move (by level up) that matched it's typing until Gen 4?

Blimey. I actually can't think of one that convinces me. First thing that sprung to mind was Caterpie getting Bug Bite then, so I guess maybe its line? Silver Wind existed a generation earlier, but it could've been an oversight I guess.

Nope! String Shot is a Bug Type move, and Butterfree learns Gust. So that line definitely learns moves that matches it's typing

This should be easy why is it not easy. We'll go with the other staple then, Magikarp's line. Relatively sure Gyara got Rain Dance and Hydro Pump but I'm waiting on other people to POST. >:c

From memory it has to be the magikarp line cause gyarados don't learn many if any moves via lv up of it's typing. And magikarp only used to know splash which it normal typing so unless we are forgetting a pokemon it has to be the magikarp line.
