It is a mystic ppokemon where scientists haven't been able to find any signs of it having a brain or a heart! They have discovered though that the rocks it is made from are from all over the world!
I got a few guesses for Hoopa as well, and that one is certainly a mystery and all over the world, but it isn't sealed away like Regirock and while it might not have a heart, I'm pretty sure it has a brain to come up with all its schemes!"
