So I've said I'd do this a few times now, this feels like a good time to do it. I will be listing every 'Unavailable' mon on the availability list (because someone needs to update it to include some that ARE available). I will list my thoughts on each distribution if I feel needed, and otherwise list if I feel some could have alternates (usually for quests or badge locales).
I will obviously not list Legendaries/Mythics.
I will not list rarities unless I feel it necessary or for other reasons.

I will use criteria for these locales based on the following:
1: Pokemon Strength (The Stronger they'd be, the higher the chance of Badge or later Quest suggestions)
2: Ecology (IE: Let's use Golett. A favorite of mine. Games imply on spawns that they prefer run down ruins and sandy/mountainous areas).
3: 'Feel' - Some pokemon I will yield will not 'feel' right, and as such I would suggest them as a quest instead.

Skarmory: Obviously, its core location should be Route 45 (south of Blackthorne), as was in Silver/Crystal. Alternatives include a Quest harassing Kurt (has a large stack-Furnace in Azalea, which would cover the 'heat' issue as Skarmory are fond of hot areas ala gen 3)
Lunatone/Solrock: They appear to prefer places linked to caves. I suggest Mt Mortar for the most part. It is mid-game enough for them, and would fit there as uncommons. Mayhaps rarely they could appear on Route 42 in the fitting time.
Baltoy/Claydol: Ruins of Alpha. Uncommon.
Feebas: Ultra if not Hyper Rare on Route 32. Maybe require Super Rod fully leveled to even appear. Area is similar enough and would thematically match (Feebas appeared on Route 119, which like Route 32, had a long river linked to it and was also lead south of the Flying Type Gym City.)
Drifloon: Ecruteak City Quest.
Gible: Cynthia could appear as a Mod Trade, located in Dragon's Den.
Rotom: This one is interesting. I've put it into the Lighthouse on 4th floor. In every game it appears in the Wilds in, it either is in Mountainous, or Coastal Regions it seems like. I would put a Quest one in Glitter Lighthouse. Alternatively, Ultra Rare in Route 45.
Audino: Rare located in Ilex Forest. Not sure which subzone.
Sandile: Mt Mortar
Yamask: Burnt Tower, Ecruteak.
Joltik: Route 30 (Uncommon, maybe Rare) + Ilex Forest
Druddigon: Dragon's Den, Mt Silver.
Golett: Quest in Ruins of Alph (Stray Case), Route 45 Commonish.
(They hang around Ruins and Sandy/Mountainous Areas, seems fitting)
Pawniard: Badge-Locked Rare/Ultra Rare in Ilex Forest. Likely a Forested or Lake/Swamp filled area.
Vullaby: Ilex Forest Uncommon. Should preferably be in one of the Gloomier sections.
Heatmor: Prize from Game Center.
Goomy: Trade with Diantha (Mt Mortar/Route 42)
Noibat: Rare in any cave, require 5 badges minimum. I suggest Union Cave personally.
Comfey: Route 29 (Rare, Badge Requirements)
Oranguru: Safari Zone
Turtonator: Quest/Trade (non-Mod Trade)
Drampa: Route 26 Surf (Rising Badge)
Jangmo-o: SOS Route 45
Skwovent: Just about anywhere as a common.
Greedent: Ilex Forest Uncommon (Rare in topleft corner of the 'maze')
Rookidee: Appears anywhere not in Ilex forest or a cave.
Corvisquire: Appears starting past Union Cave as uncommon, non-forested areas, eventually replaces Rookidee as Common, high level Rookidees appear up to Olivine then drop off entirely at this point.
Nicket: Ilex Forest
Gossifleur: All along New Bark Town to Violet City. If we considered it 'Gamewise' would work as an alternative intro of what NOT to use vs Flying Types.
Wooloo: Route 34. Looks Fieldy enough for these sheep. (Could also be a spokesperson for the route 46 southern lip (early visit) section.
Chewtle: Quest (The alternative is putting it as catchable in either Route 30 fishing or Violet City).
Yamper: Cherrygrove
Rolycoly: Quest Pokemon, appear as a Rare in Dark Cave (Violet side), or Mount Mortar.
Applin: Route 33 (Headbutt Tree Ultra Rare w/Certain badge), Ilex Forest (Headbutt Tree, " ")
Silicobra: Coin Prize
Cramorant: Battle Frontier
Toxel: Route 34
Sinistea: Quest in Goldenrod City.
Hatenna: Ilex Forest
Impidimp: Ilex Forest (Sombre)
Galarian Corsola: Raid (Why is it not there to begin with but Cursola is?)
Galarian Yamask: Quest in Ecruteak (or Raid)
