A different thread have suggestion for sky battle, and I am suggesting it as a special trainer in Ecruteak instead since you have breeder Beth in like violet, Beauty whatshername in Goldenrod
reward is Sharp Beak and a flying type TM
Earlier routes could work too as a boost for bugsy battle but maybe bad idea.

Goldenrod could use another special trainer in the subsections.
maybe a steel type? electric type? special trainer in the tunnel or business district?
