Once every couple of months Professor Oak's Talk show is aired on 92.5. During this show, the Professor tells the audience about his recent field work. One of Oak's favourite topics is Mass Out Breaks; also known as Swarms.
Mass Out Breaks are when a particular Pokemon is seen in an area it normally can't be found in. So, make sure you pay attention to what and where Prof. Oak talks about so you can bag yourself some rarer pokémon!

"With the Paldea Festival coming in to Johto, there's a lot for your listeners to be excited about! But they came to hear about rare Pokemon sightings, so we best get started: Seems some of the Swinub from the Ice Path have gotten lost while looking for some food, some hikers and Pokemon Rangers have reported seeing the Pig Pokemon in the Dark Cave! Maybe those who struggle with Falkner might want to make a brief detour for this shy little Ice-type."
"Seems as if the Paldea Festival brought more than just some tourists to Johto, there's been sightings of a brand new Tumbleweed Pokemon on Route 34, right between Ilex Forest and Goldenrod City! Apparently, this is a Bramblin, a Paldean Pokemon with a love for rolling and roaming around. Maybe if you caught one and took it for a walk, something special might happen?"
"A new breed of Slowpoke was spotted near Route 38. Look out for its yellow head, but be careful: it may be a little slow to pick up on things, but the ones I've seen have a rather devious look in their eyes! I wonder if those Galarica plants that it eats have anything to do with its strange new powers...might be worth catching one to check out!"
