Appearance
Haley stands at a slight 5'2". She has cut her long, moon-white shaggy hair down to just passed her shoulders, not wanting to deal with the long hair any more. She has long washed out the red streak, finding the dye too time-consuming while traveling. She has no bangs, having long let them grow out to the length of the rest of her hair. Her eyes, a reddish-brown, are lined by thick, coal colored eyelashes. Her skin is perpetually pale, though it never seems to tan or burn. She has a small, fair nose, and pale lips.
Haley is lanky and thin, having grown up on the streets, and, as a result, not having healthy food as she grew. She has three long, thin, faded scars over the right side of her face, one slashing through her right eye, turning the brown color a paler tan and creating a perpetual squint. Her arms are covered in small, thin scars caused by the roughness of her upbringing. She has a thick scar along the length of her left calf, the result of a terrified Mightyena she had startled. Her hands are long, thin, and bony, with the skin stretched tight over her knuckles.
Haley has long discarded the rags she'd once wore, upgrading them now that she has money. Now, when not on Team Rocket business, she wears black skinny jeans, cut up the left leg to prevent the tightness from irritating her leg. She wears a white undershirt, with a black hoodie over it. Her feet are clad in matching combat boots. In her hand is a foldable cane, and she usually wears a black eye-patch over her wounded eye. When on Team Rocket business, however, she wears the same combat boots, black cargo pants, and a Team Rocket hoodie. Her eye-patch is switched out for one adorned with the Team Rocket "R".

Personality
Haley is quiet, and skittish, not enjoying being touched. She prefers to stay out of the spotlight, watching but not speaking, to gather information. Where she once was awkward around people, she has developed something of a silver tongue, able to switch from crooningly sweet to rose-thorn cruel. Although she has developed better social skills, she still prefers to spend time with her Pokemon over other humans. She has a very good memory, but has made a habit of writing down information on paper, where it can be quickly destroyed if she must. Haley is a good problem solver, the Queen on a Chessboard, always ten steps ahead.
Despite having made good progress otherwise, Haley still retains her fear of Mightyena. She finds herself unable to get over the attack when she was younger, having unwittingly stumbled into the den of a feral one. Similarly, she still has yet to get over her fear of Persian, having been nearly killed by one as a toddler, resulting in the scars that hinder her vision.
Haley prefers Dark- and Fire- type Pokemon, able to hit hard and fast. These fit into her fighting style, which is almost entirely offensive.
Despite being a member of Team Rocket, Haley treasures her Pokemon. She won't stand for weakness, and always pushes them to do their best, but would never harm them. However, her Pokemon have taken on the task of punishing each other, resulting in tight bonds as they know they'll correct each other.

Background
When Haley was little, she was a happy, healthy child. She enjoyed playing with her parents' Pokemon, although her father was seldom around. Her mother was sweet and caring, doting on her and doing her best to care for her with little input from her father. When she was slightly older than two, her parents took her to a carnival. While her parents were speaking with some of their friends they'd run into there, she managed to slip away, toddling to a "big kitty", in reality, a Persian. The large beast was less than pleased to be woken up by a toddler yanking its ear, and let it’s displeasure be known by raking her face with its claws. The wounds scarred over time, removing the vision in her right eye.
After having grown used to the lack of sight in her right eye, she lived rather normally. However, when she turned six, something happened the night of her sixth birthday, that would change her life forever. That night, she was having a sleepover at a friends house, whom had invited her over to celebrate. At the same time, a Team Rocket member was being chased by a careless Policeman. While Haley was eating cake, the Team Rocket member ran in front of her house as the Policeman had his Growlithe use Flamethrower. The Team Rocket member dodged, and the attack set the house alight. Her family was unable to get out in time, and both human and Pokemon perished in the inferno. When Haley returned, not wanting to be sent to an orphanage, ran away and began to live on the streets.
Over time, Haley began to heal from her tragedy, though she began to hate her birthday, and only remembered it to count down how many more years until she could begin her Pokemon journey. Haley spent her years traveling through the cities and towns, observing Pokemon and trying to decide which type would be her specialty. When she turned eight, she was chased by a storekeeper from whom she had stolen her breakfast. She took a wrong turn and ended up lost, unknowingly ending up in an aggressive Mightyena’s territory. She was attacked by the Bite Pokemon, and, although she got away before being too badly hurt, she was crippled by a blow to her calf. Where she once could only walk a short distance without her cane, the exercise from her Pokemon journey has strengthened her leg, and she relies on the cane less. However, she always carries it with her, out of fear her leg will weaken.
Some time after starting her Pokemon journey, Haley traveled to Kalos, where she spent a year training. When she returned, she was twisted and darkened further, having worked with Team Flare. Now she focuses mostly on her Team Rocket ambitions, and is much harsher with her Pokemon, although she doesn't harm them.
