Sky, the Multiplier is not a straight X-Levels. As stated in the 1st post:

When battling an opposing Pokémon, you can choose when to apply this multiplier to earn bonus experience (just leave an OOC note). Once used, you meter will reset and you will need to refill it again. For Pokémon below level 25, you can gain an extra level only if the meter is fully maxed out at 1.5X. The maximum benefit you receive is equivalent to the Lucky Egg but your item slot will be free!

You need to say you are using up your bar in your thread during a battle (preferably before it ends).
