Appearance: Joey is a fairly tall, athletic looking male. Sporting dirty blonde medium length hair which barely touches his shoulders, the male usually ties it back into a small ponytail. Joey also has a very small amount of stubble on his face which is usually a result of laziness. His eye colour is that of a dark ocean blue. More often than not, there is a trademark cocky grin that is spread over his face that conveys not only his cockiness but also his jovial behaviour. On each ear are a variety of pierced earrings ranging from studs to rings, all of which are of a golden colour.
His attire is typically similar to a stereotypical biker with a worn black leather jacket and dirty blue jeans with minor tears around the knee section. Underneath his leather jacket is a black t-shirt that depicts an image (A particularly wild looking Aggron standing on top of a mountain with lightning bolts in the background) of an album cover from the band Iron Aggron. The shirt also depicts the words 'Iron Aggron' along centre-top in stylised writing.
He is always seen with a signature purple bandanna that sports a skull and crossbones that bears a striking resemblance to the markings of a Koffing. On each hand he wears studded wristband fingerless gloves, chosen to give extra dexterity for this thieving attempts. His feet have fairly lengthy leather boots best suited to motorbiking but are versatile for most terrains. Overall, there is a definite rough quality about Joey but his wild looks belie a contrasting personality, something which many people fail to realise. On his possession and usually tucked away inside his leather jacket pocket are a worn flick knife with a dark brown hilt and a beaten silver whiskey flask more often empty than not.
During formal occasions, festivals and events, Joey dons an entirely different costume (Credit to Morrigan) in order to have some respect for the situation. His formal attire is a complete contrast from his biker getup and actually ends up making him look rather suave. Sporting a bespoke set of clothing comprising of a jet black jacket and trousers. He also wears a waist coat designed with half jet black colouring akin to his other clothes and a dark grey shade on the back half. His clothing is given some colour with a purple bow tie messily undone and various adornments to his jacket and trousers. In his waist coat chest pocket is a pocket gold chain that hangs from each side loosely.
There is a very dark tanned purple leather belt that is slotted along the trouser itself. Accompanying this is a plain white shirt that Joe usually rolls up the sleeves with, showing off his silver wrist chain and various bracelets. On his feet are a pair of dark brown leather shoes with a small point at the tip. Finishing off the formal attire is a pair of shades Joe usually keeps folded together and clinging to his waist coat chest pocket along with his chain. Last but not least is the trademark purple Koffing symbol bandanna that Joey feels almost bald without. As opposed to having his hair tied back in his normal attire, he decides to let his hair down to complete the look.
Personality: Joe's personality is that of a hot headed trainer and usually acts before he thinks. Also encompassing a strong rebellious nature to his personality; it usually drops him in one form of trouble or another. Many have described Joe as a thrill seeker, enjoying high octane drives on his bike or getting in fights. The saying of the ends justify the means can be an oft apt feeling Joey abides by. Although he's gotten into trouble over his rebellious antics throughout the years he does have an oddly twisted sense of ethics and morals. Depending on the circumstances he may take a stance against other criminal going ons despite being a frequent thief and law breaker himself. This is especially true of Team Rocket as he appears to have a deep seated loathing for the group. He also has disdain for the law due to it being prohibitory on his "free as the wind" biker lifestyle and for the felling of his first ever Pokemon. A result of when he escaped arrest at a crack down on a gang he was running with. Having dislike for both of these groups has had its difficult moments for Joey.
Other personality traits present is that Joe has always had a great passion for battling despite his somewhat haphazard manners. Of all his dislikes are people who mistreat their Pokemon. Witnessing a trainer abuse their Pokemon is enough to highly agitate Joe and forces him to intervene; a fact in which has meant that he's used his thieving skills for the better. To other non-abusive trainers, Joey usually acts cool and collected around them, acting slightly flirtatious towards the female Pokemon trainers. A lot of the time this stems from his trait of being a charmer of sorts and shouldn't really be taken seriously. From spending years growing up as bit of an outlaw, Joey's developed a smooth talking eloquence about him that also owes to his remarkable ability to get on with most people. Leading his own gang has given him excellent leadership qualities as well as knowledge of group relationships.
History: Joe was born into a fairly difficult family where his dad walked out shortly after being born. His mother did her best to raise him but she always had her hands full trying to keep Joey out of mischief and working long shifts at her job at the Safari Zone. Not knowing much about who or where his dad was, his early years as a tearaway often got him in trouble with the local neighbours and one man in particular. He was an elderly male that seemed to be always one step ahead of what Joe was up to and thus caught him in the act before he could get into too much trouble as Joey became particularly delinquent like. Lacking a father figure, Joe eventually came to view this man as such despite his initial relationship of despising every time the meddlesome neighbour turned up to spoil his plans. The man secretly had some history as an honourable thief and ninja, decided to take Joey under his wing, teaching him various skills in thieving and other concepts to deter him away from being such a persistent troublemaker. A lot of what Joe believes in life is owed to his time spent with the old neighbour.
Eventually the old mentor passed away peacefully at a ripe old age and left Joey somewhat lost as he no longer had his one true guide. As he grew up as a teenager over the years, he had changed from his complete tearaway years but was still developing an even deeper penchant for mischief and getting into trouble, subsequently having been apprehended by Kanto police on more than one occasion because of this. At one point of his life he became part of the Kanto Biker Federation (KBF) longing companionship and rose to prominent in rank. Here he made a good deal of bonds with some of the other gang members, two in particular being in his current gang by the name of Rocko and Looker. Their time as biker gang members was rowdy to say the least but it was enjoyable throughout. As their name became famous in Kanto, Kanto Police eventually performed an arrest of various Biker Gang members due to illicit behaviour and framed crimes done by Team Rocket. By a stroke of luck and the sacrifice of his Pokemon at the time, a stoic Koffing, Joey avoided being apprehended.
Realising what had to be done he said farewell to his mother, deciding to embark on a journey in the Johto region; something he had always planned since his childhood after hearing tales from his old mentor and as means of distancing due to becoming such an outlaw. Plus, if Joe were to lay low in Johto for a while, he hoped things would eventually smooth things over and stop the police from hassling his mother. Coming across a disused warehouse on the boundary between Kanto and Johto, Joey rebuilt a biker gang of his own, gathering old contacts, friends and others to shape the group. Time passed but due to reports of rising Team Rocket incidents in Johto, he arrived on a ferry departing from Kanto to look into the matter, still bitter over their set up. The ever possible chance of thrills and battles was also tempting enough to lure him to Johto in order to test his mettle. Furthermore, the chance to find out about his father who he had since found out was an influential member of Team Rocket and currently involved with them had added influence in undertaking the decision. It was the start of a bold new adventure for the biker.

Other info: Joe has always had an affinity for Koffing which can be explained by the fact his dad left behind a Koffing from when he abandoned Joey and his mother. Said Koffing became a family pet of sorts to the two and one of the only things left to Joey linked to his father. Growing up around them, Joey has developed a resistance to the foul smelling fumes and smoke and an uncanny perception through their smokescreens.
